Background

In 1998, the state legislature of Arizona passed House Bill 2074, the tuition tax credit law. This new law made possible that Arizona taxpayer’s receive a dollar for dollar tax credit for contributions made to foundations for the support of student tuition. Christ Lutheran School subsequently established such a foundation.

The Christ Lutheran School Foundation is a recognized non-profit 501-C3 organization under the internal revenue code, established to collect and distribute funds donated under house bill 2074.

Facts

• Christ Lutheran School Foundation was established November 22, 2000.


• Since inception, operational expenses have been less than 3% of CLS Foundation revenues, leaving 97% for scholarship funding.


• Following each annual campaign, a strict budget formula is applied. A portion of the contributed funds raised are placed in reserve for future scholarships (budgeted over four years) and the remainder is allocated to the next school year’s scholarships.


• If the Arizona tax credit is abolished, this reserve would allow the CLS Foundation to continue supporting students for several years while finding additional sources of funding to continue providing scholarships to those who need them.


• Scholarship applications must be completed and accompanied by the previous year tax return before being reviewed. All scholarship applications are reviewed using a computer program which analyzes need.


• CLS Foundation scholarship awards are granted solely on financial need.


• The CLS Foundation has never permitted the designation of Foundation contributions for specific students.


• For the 2009 school year, CLS Foundation provided approximately $165,000 in scholarships to Christ Lutheran School students, and to students attending other private schools.
